A "light refresh" assumes the flat's bones are sound: overlay flooring, painting, essential carpentry, existing bathrooms retained. Mid-range assumes what most resale flats actually need — both bathrooms rebuilt, kitchen redone, full rewiring. Extensive adds layout changes and premium finishes throughout.
Why do resale renovations cost 20–40% more than BTO?
Because you pay to remove someone else's renovation before building yours, and to renew infrastructure at the end of its life. The typical resale premium, itemised:
- Hacking & disposal: S$3,000–8,000 — old built-ins, old tiles, old kerbs
- Full rewiring + DB box: S$5,000–10,000 — flats older than ~25 years rarely escape this
- Two bathrooms rebuilt: S$10,000–20,000 including waterproofing
- Making good: S$2,000–6,000 — uneven screed, hollow patches and wall repairs that only appear after hacking

What should you inspect before setting a budget?
Four things decide whether your flat is a S$60,000 or S$90,000 project: electrical age, bathroom condition, floor condition and past unauthorised works. Check the DB box (rewirable fuses = full rewiring ahead), look for bathroom staining on the ceiling below yours, tap floors for hollowness, and ask HDB about approved renovation history — unauthorised works you inherit become yours to regularise. Do this before the purchase if possible; before the budget, always.
Where do resale renovations reward spending?
Character. Older flats carry higher ceilings in some estates, generous floor plates and none of the BTO warranty constraints — a blank canvas. Our Tampines Street 12 project leaned into it with raw concrete finishes, exposed brick and a navy chesterfield; at Yishun Close the same freedom produced the opposite: serene Muji-style oak and limewash. Neither scheme is possible in a flat where the finishes are three years old and warrantied.
Where can you save on a resale renovation?
- Overlay where the base is sound: vinyl over existing tiles saves S$4,000–8,000 versus hack-and-retile across a flat
- Keep one bathroom as-is if it was recently redone by the previous owner — verify the waterproofing age first
- Reuse the layout: resale flats were often laid out sensibly; hacking for hacking's sake is the most expensive form of boredom
- Never save on: rewiring, waterproofing, or window servicing — the three items whose failure costs multiples later
How should you sequence the budget?
- Inspect (or commission checks) before finalising the purchase price
- Set the all-in ceiling including furniture; hold 15% contingency — resale surprises are normal, not exceptional
- Fix infrastructure scope first (rewiring, wet works), then design to what remains
